Lacquer retarder is a very slow thinner - it retards the drying process and allows the lacquer to flow out flat and smooth before drying hard.
Adding between 1 and 5% of the total volume of lacquer is a good place to start. The amount of retarder needed is very dependant on conditions - temperature and humidity - so testing is critical.
